NPCs not showing up after main quest completion and blank dialogue boxes

Right now I am into mapping and in my hide out Alva doesn't allow me to do any currency exchange, and some NPC's like Rog it says i need to encounter him before I can place him but I encountered him in Kingsmarch.

I have also noticed that some of the dialogue boxes show up empty and give no information like in the standard (Non Hideout) endgame location - Alva has a blank dialogue box when asking about Unidentified Ruins

You need to find Rog (and the other expedition NPCs) in maps with expeditions and talk to them there.
