Blessing of the Moon not working properly and breaking skills (Barkskin)

So there is the Blessing of the Moon node on the top side of the tree "8% increased Skill Effect Duration per Enemy you've Frozen in the last 8 seconds, up to 40%"

This either does not work, or only the first 8% works, the rest definitely does not, and on top of that, it breaks Barkskin. It stops working until you re-equip the gem every time your shield completelly depletes.

Barkskin works perfectly without it, and no other increased skill effect duration node breaks it

Just tested without that node and it works like you said so that must be the problem but I'm pretty sure it is still giving duration on freeze, at least for me it works.
