Cast on Minoin Death Not Working - Wont let me activate

My Cast on Minion Death started having issues working a few days ago. Seemed to be working fine before that. Currently it has a few issues. Sometimes it says I dont have enough spirit which I do. I have of course tried every combo of having no minions to having different ones active when trying to activate it. Ive tried it with just one spell (entangle) or multiple (thunderstorm) , both with and without supports. It says Missing socketed skill if I dont have all the sockets full and even sometimes when they are. If I can finally get it to the point where it looks like it can be activated I right click it and it does nothing. Again I know I have more than enough spirit and usuable gems socketed. Not sure what is going on but its been frustrating spending alot of time trying to get it to work.
