Ping and FPS stuttering

Right after the Vaal update my ping and FPS began stuttering horribly. This was an issue for me in 0.3 and stopped playing as the game was unplayable no matter what fix i tried. I was happy that this issue was gone during the start of 0.4

Now it has began on 0.4 vaal temple changes update. PLEASE fix this. Whatever that new update has just made it worse.
