Eye of Winter Constantly cancels and goes on CD at unintended times.

I've noticed that when trying to cast Eye of Winter, you can interrupt its cast by mistake, and it will go on CD even if the spell doesn't come out. It happens constantly, and it is a very important spell for casters who spec into cold. PLEASE help!
