Rathbreaker bug still not fixed after a year. - Main Quest blocker

Rathbreaker, won't fight, just sits on the cliff and does nothing. Going up to him does nothing. Running around in circles does nothing. Killing his pet dogs does nothing.

So what is the work around since it's unfixable by other means?
