Increased life regen rate while moving on boots not working

Whenever I enter a new area the abyss desecrated "50% increased life regeneration while moving" mod on my boots stop working. My life regen rate does not change whether I'm moving or not. However, it start working again if I take off the boot and put it back on again but stop working when I enter a new area again. My character is a Bear Shaman and I am using zealot's oath so maybe that's affecting it. Please fix this otherwise this mod would be useless unless I remember to reequip the boot every single time.
