Randomly cannot use abilities until relogging

What the titles says.

Tried pressing almost everything but nothing "fixed" it until I just relogged (to character selection screen, not exiting game). Incredibly frustrating because I actually died at 99% XP and lost my 10% cast speed limb I just got all because of this game-breaking bug.

happens to me as well , it seems to be happening when trying to upgrade strongboxes or fighting vs "soul siphon" abyssal rares
