PLEASE FIX

why is it that an unidentified item on the ground will say tier 5 if its good and then tier 5 items have a higher chance of giving tier 1 modifiers (good). pick a lane, why do you have higher tier unidentified items are better while lower tier item mods are better. its just confusing and makes no sense.
