Cold Darts elemental equilibrium interaction bug

So I'm using Cold Darts and i converted it to lightning damage using the whisper of the brotherhood ring. The skill now shocks enemies. Along with that i am running the siphon element spirit gem. When not using the elemental equilibrium keystone, it spawns lightning remnants just fine. After i got the keystone it no longer spawns remnants when it should be converting the lightning ones into cold. I was wanting to do this so i can make my darts stick into enemies and explode, but it seems to be a bug unless I'm missing something here. Anyways thanks. Hopefully i can get some feedback on this.
