Explosive Empowerment notable

This explosive empowerment notable does not seem to be working properly with Fortifying Cry's Shield Wave skill.

shield wave says that its triggered by fortifying cry and counts as empowered by it, yet when i kill things with it there is never the effect of explosive empowered notable.

i can kill things with an empowered shield wall and see the effect just fine, so i know what it looks like and how it operates, it just doesn't occur with killing things with shield wave at all.
