disciple of varashta phantom command charge with weapon swapping

Setup:
Weapon set 2 has a weapon with intelligence. Weapon set 1 should have insufficient intelligence to use skeletal cleric, and weapon set 2 should have enough int to do so.
Using weapon set 2, equip skeletal cleric and summon 2 skeletal clerics(must be 2, bug does not occur with 1)
Rightclick navira's fracturing, make sure command{0} is set to only use with weapon set 1.

Reproduction:
Press navira's fracturing. This will leave the skill with 0 charges, but the button will still be usable. Upon pressing the phantom "0th" charge, the character will swap to weapon set 2(The one not designated to use navira's fracturing)
