Ruinic Helm Notable Working?

I have this node and a helm with 708 armour listed on the item. Shouldn’t I be getting that amount of ES at minimum?! Right now it’s only giving me +498 ES. My 90 ES helm is giving me 12 ES more than this armour helm. Doesn’t make sense to me.
