No citadel spawn in my atlas ?

I've been exploring the atlas mainly focusing on completing towers to expand the fog for the past 3 days.
I cannot find any citadels (and did not find any at all).
I'm currently level 95.

Not sure if I'm being extremely unlucky on the random generation aspect of the atlas or if it is just bugged.

It's becoming frustrating.

Anyone else encountering the same issue ?

Buy the Grand Project tablets, go straight out from the start, don't go in circles. They will not spawn close to the start. So your best bet is forcing spawns by going in a straight line.
