Cast on Crit not working for Oracle

Signed in after a week, cast on crit no longer seems to be working with inevitable critical. Checked the patch notes, didnt see a nerf. Was this changed?

Figured thisbput. Got swapped to weapon set 2 randomly, and either inevitable critical or cast om crit doesn't work unarmed.
