Herald of Ash proc-ing on Culling Strikes?

I am unsure why it still works but I am seeing Herald of Ash procs when I use the Culling Strikes node on a Witch Hunter. It's not doing alot of damage anyways but I was under the impression that, just like with the first game, culling strikes prevented overkill damage?
