Cannot move after disembarking from small boat in Act 4

This has so far happened in Kedge Bay and the first Kauri village. I am unable to move, use skills or open a portal. Opening a new instance has not worked, but portaling to another player via their icon does seem to work, but that's obviously an undue burden on other players, although I appreciate their help.
