Act 4 Boss Tavakai and Other NPC's Absent

Defeated the boss rather quickly on the edge of the arena. I believe that since this happened when the hooded one went to revive his daughter it did not happen.

When going back into the arena and immediately breaks down the wall from the transition to phase II. No Tavakai, hooded one or Tavakai's daughter is there, just an empty arena with the mission "Find Tavakai" still active.

Cannot progress game.
Restarted game, respawned, tried different servers but still didnt work.
