Last Gasp and Tecrod’s Revenge are broken?

I’m playing druid with a Wolf Pack persistent skill that gives me 7 wolves.
Without using Last Gasp OR Tecrod’s Revenge support gem, wolves die and restore their number to 7 in seconds.
If I use either of these support gems, the number of wolves in my pack only goes down, and eventually I have just one wolf in my pack. They never restore to more than one wolf until I do some kind of resetting action, e.g. unsocket support gem, turn off/on persistent buff, or re-login.
Is it a known issue? Or expected behaviour?
