minions not spawning

My minions on my scepter are not spawning anymore since I moved to Act 2. Also, even though I have the spirit and have it allocated to my skeletal sniper minions they also are not spawning. I have unequipped everything and re-eqipped it. Shut down the game and reloaded. Fast traveled and unallocated all my spirit then reallocate it. And they still will not spawn.
