Where are the citadels

I have a level 97 druid, it is the only character that I created in this league. I suppose that should tell how many dozens, or hundreds maybe, of maps I have been playing with this character. I went far in every direction on the atlas. Obviously I did find (with more difficulties than in the previous league) all the corrupted nexuses to get my atlas points. The point I am making is that, in my opinion, I greatly covered the atlas and played quite a substantial number of hours.

I did not find a single citadel. Not one. The only reason I was able to fight and defeat the arbiter of ashes to be able to craft rare precursor tablets is that I bought the 3 fragments in the currency exchange.

This is ridiculous and quite unacceptable in my opinion. And frankly, defeating the arbiter of ashes to be able to craft rare precursor tablets to juice your maps and increase items rarity or get more experience is something that you should get at the start of the league, when you start playing the atlas. Not 5+ weeks later when you are level 97 and it doesn't mater anymore. And when I say 5+ weeks later at level 97, I am just saying "hypothetically, if I just found a cluster of 3 different citadels right now and I was able to play them successfully". By the looks of it, it might as well take another 5 weeks before I see the first one.

Come on now, what is this RNG ?

At this point, sorry, but for me that's a plain bug. It is not a normal behavior.

This isn't addressing the concern that citadels should be easy to find and not too far from the start. You need these citadels when you start mapping, not 3 weeks later. Working people are not able to play 8+ hours per day.
