Fragmentation rounds not breaking frozen locus crystal

Fragmentation Rounds states that when a bolt hits an ice crystal it should cause an explosion. Frozen locus states that it creates an ice crystal but it seems to only explode if you are standing directly on top of the crystal. I'm also playing on gamepad/steam deck so it may be a controller targeting issue. I did not test it with a mouse and keyboard
