Cant get specific mod, despite using specific ulaman omens for amulet?

I have an amulet:

this needs to be +1 to all skills,

and despite this is said to be an ulaman modifier anywhere I look, I have looked on the trade website and hovering over a +1 to all skills on amulet, it says ulaman, on poe2db, poe2crafting exile, and I use guaranteed ulaman modifier omen, when DESECRATING IT (So it is being consumed upon desecration) I only see ALL THE OTHER ulaman modifiers - Which I will list here to make it easy,

+(9-15) to Strength and Dexterity 'Attribute' 'Ulaman'

(3-6)% increased Skill Speed 'Speed' 'Ulaman'

+(13-17)% to Lightning and Chaos Resistances 'Elemental' 'Lightning' 'Chaos' 'Resistance' 'Ulaman'

(10-20)% increased Reservation Efficiency of Herald Skills 'Ulaman'

Recover (2-3)% of maximum Life on Kill 'Life' 'Ulaman'

And finally the important one, the one I want ->
+1 to Level of all Skills 'Gem' 'Ulaman'

I have spent about 500 divines removing the desecrated modifier, and redoing it, with double reveals every time, mathematically a chatbot says its about a 1/65k chance, I will do like 5 more later, and just stop if it doesnt hit it, because it seems bugged or like something is completely wrong with what im doing, if anyone has any suggestions or any help they could throw me that would be awesome


TLDR: Is it bugged to get +1 All Skills on amulet with Ulaman specific desecration, or is it for some reason just not possible to get this way?
