Persistent buffs not stacking correctly when transforming into bear

I have vitality 1 and 2 slotted in two different persistent buffs. When I transform into a bear instead of getting life regen from both I only get it from the skill lowest in my skill list. For example vitality 2 heals me for 50ish and vitality 1 heals me for 30ish. I have vitality 2 supporting herald of ash which is below barkskin in my skills list. When I transform it states my HP regen is only 50, it only updates to 80 if I open my skills list and remove the vitality 1 support gem and then add it back, then the value becomes 80. If I de-transform and then transform back into bear, it's 50 again. Wondering if this is an intended interaction.
