Cannot upgrade skill gem if requirements not met (The Vertex Tribal Mask)

With the addition of The Vertex Tribal Mask, the affix "Skill gems have no attribute requirements" is available to most builds. An issue occurs when attempting to level a slotted skill gem that you do not meet the requirements of.

Reproduction:
1. Wear The Vertex Tribal Mask with "Skill gems have no attribute requirements"
2. Slot a skill gem that you do not meet requirements for and is < lvl 20
3. Use a skill gem of higher lvl than skill from step 2.
Result: you cannot upgrade the gem you have slotted, you can only ignore warnings and cut a new gem.

This is an issue because I can craft a double corrupted skill gem (+lvl +qual) and I cannot upgrade it to lvl 20 without increasing my attributes to meet the requirements. This is a very minor inconvenience, but is definitely an artifact as it is intended for players to be able to use skills they do not meet requirements of, if they have appropriate equipment.

Solution: Attribute requirements of a gem should not prevent a player from upgrading a slotted gem. Instead, a menu should appear asking if the player wants to upgrade the slotted skill or cut a new one entirely. This will prevent people from bricking their skill if they do not have the Vertex Tribal Mask while also allowing players with the item to upgrade skills they are allowed to use.
