Health flask & energy bar

I play an archer. At 2nd act when I get hit by monster - first comes off my flask (health), so I am all the time at empty flask (cannot heal myself). Also, my energy shield stopped to work (no bar, it's displayed but not charged).

In act I everything was fine. Is it a bug?
