Igrulog, the Incubator Queen monster unable to spawn

I have killed 4-5 bosses that have been influenced/weakened by the Abyss. Every time, I have never seen this boss, I just get a couple of rares who show up.

Is this supposed to happen? After removing Waystone Desecration, there are no methods to actually spawn this boss.
