Download this file and save it to your Path of Exile folder over top of the one that is there.

Then right-click on it and select "Run as Administrator"

Should fix you right up.
I don't think that will work, because it's not the Steam version of the file. That on is named "PathOfExileSteam.exe". Also, I have the same problem. I already restarted PoE and Steam, but it does not work. There have been multiple threads about it already. Could we please get an answer from Support, when this will be fixed or if they are even at it? I don't want to reinstall the whole game just to find out it doesn't help either.
It seems to be a steam problem, seen several other posts on other f2p games not working...so steam fucked up somewhere.
Don't know if support here can help you much with steam problems(some stuff but not much)...for something like this you would be waiting for steam to fix it.
Ancestral Bond. It's a thing that does stuff. -Vipermagi

He who controls the pants controls the galaxy. - Rick & Morty S3E1
I'm experiencing the same issue. So are others on reddit: http://www.reddit.com/r/pathofexile/comments/27pfo7/there_has_been_a_patch_that_you_need_to_update_to/

I will post back if I find a fix. The users suggested fix up top may work for downloading the standalone client. But not for the steam client.
So recap. I tried a few things.

1. I turned off my opt into steam beta and restarted with normal client. - No Luck
2. I tried toggling on/off auto update and restarting. - No Luck
3. I tried verifying game cache. Game verifies. - No Luck
4. I tried viewing local game files and launching the .exe as admin. - No Luck
5. Uninstalled PoE. Attempted to re-install via Steam. It says it's "Downloading". But it never does. - No Luck
6. Uninstalled Steam. Re-Installed Steam. Attempted to Install PoE. Still not downloading. PoE appears in the "Installed" games list. But there are no files other than a "Path of Exile" directory in C:\Program Files (x86)\Steam\steamapps\common\Path of Exile.
7. Installed Path of Exile Standalone client. - Worked like a charm.

So in conclusion. After trouble shooting this and trying several other things I didn't list here and searching around for other experiencing the same issues. I have come to the conclusion that this is a Steam issue, and for whatever reason the element of steam that installs/updates for several games is not working.

So in short. Until steam fixes this issue. Just Install the standalone client. Then you can even add it to steam as a "Non-Steam game" so that you can still appear online in your friends list as playing the game.
Keep in mind that you can only use the non-Steam PoE client if your account started as a beta/web/classic account and was LINKED to Steam.

If you STARTED with a Steam account (playing Path of Exile initially and only through Steam) then you will need to get an email address attached to your account. You can do this by logging into the forum through Steam, then sending a Private Message to the Support account with an email address you'd like to add. They'll give you a generated password that you can change later. You can also send this information through an email to support at the address in the Contact Support link at the top of the page.. please include the Steam ID, and a list of characters on the account (name, class, and level if possible).
Finally Steam fixed the fucking problem!
I am now having this issue... with the stand alone client.
