The real important stat on Cloak is the additional 10% damage taken from mana before life. Recover life/mana on block only works great against hits that won't one-shot you. Later on we have so much mana and mana regen that you probably hope you can absorb more damage in mana. The Cloak provides just that, plus a huge mana pool increase. You can also save 1 skill point by wearing the Cloak to put elsewhere for more mana/life/damage.
The shaper/hunter chesst is another story. If you can get offering effect + 10% taken from mana together with good life/mana roll, then sure. But crafting it is basically a gamble ;)

A large radius Thread of Hope is probably your biggest room for cost-effective improvement atm, aside from sorting out the low maximum life rolls on your gear.
What I did with Enki's basic trade links was to manually increase the amount of required life from 50-70 to 70-120 depending on slot, because the former values were on the low side and should only be considered when really on a tight budget.
Where should I put the Thread of Hope?

It's on the left side of the tree. Enki's path of building has the exact location under the 90/100 with cluster jewels sections.

Honourable Mentions:
Arcane Swiftness - still somewhat in the theme of balancing survivability and damage, this option gives extra attack block chance, spell damage based on attack block and cast speed, but has no max mana or mana regen. This option, however, has significantly higher dps than other options on this list, and can definitely be considered if you have >50% block rate overall and have the ability to recover % mana on block somewhere in your gear. It is cheaper than Mana Flows at Clear Silver Silver oil cost. (small note: this is basically the attack block counterpart of Arcane Guarding, of which is part of the recommended skill tree)
Deflection - similar to Arcane Swiftness, but takes the defensive aspect to the extreme at the expense of offense with a significant amount of attack, spell and projectile block. No max mana or mana regen. It is significantly cheaper than Mana Flows at Sepia Teal Opalescent.
If you have enough increased mana regen elsewhere, I could see Arcane Swiftness or Deflection being excellent alternatives. I myself definitely need as much increased mana regen as possible, and it's not the easiest thing to squeeze onto my gear.

Any version of Arcane Cloak would work with that enchantment, so you're good. I'd still recommend using a standard superior one, though; minimizing downtime is absolutely essential for both offense and defense.

Very funny, but u will have to have a good movement skill. Sirus is good doable, but needs a bit investment, mapping is great, delving is also good until 600 i would say[/quote]
Is it actually? it really seems like the dps has a cap of around 4m with really good gear. i asked to confirm in enkis stream.

First, get a new wand with 150+ mana, that's huge. I'd go for a Cloak of Defiance instead of that rare armor. Belt isn't great; try to craft one to slam increased mana recovery on (Redeemer's exalted). Higher mana rolls across the board would be good--ring could use higher tiers and I wouldn't settle for less than 30% movement speed on my boots if I had that much currency.

There is no such cap; I'm almost at 6m DPS with plenty of room to grow. Someone last league pushed this build past 12m DPS, and nothing in the 3.12 patch would have changed that, though his gear was admittedly insane.

Thanks a lot, have just upgraded my wand, and just six-linked a cloak in 80 something fusings. Will switch over to chain now and find some extra fire resistance, thanks again
