If you could be an friendly fellow exile and take a look at my pob and play with it to see what am I doing wrong, I would be very grateful. Cause i'm looking at it 2 days now and can't find the problem.
My dps is much lower than yours. :(

13k dps from one gem is quite a lot, it's even more than a good jewel gives you. From what i see, the difference is:
No spell damage or cast speed on the gloves.
Most of skill gems are not even lvl 20 and 20 quality, that alone is more than 30k dps (as much as 25ex lightning penetration watcher's eye!). And it's probably the easiest way to up your DPS.
You should get at least elemental focus on your skills tree, maybe even coldhearted calculation(get rid of a couple 5% hp talents). I'm personally not using 6th jewel socket (you have Loath heart crimson jewel in it). 3 skill points is quite a lot, you can get at least flasks node for it. But it's gonna be hard and expensive to get elemental resistances since you don't have them on your ring.
And you can get a belt with spell damage or triple elem. resist on it. 1% move speed is nothing for us.
btw, get a culling strike on your orb of storms, that helps a lot.
Maybe even replace enfeeble for conductivity

This setup of items is the best that a could squeeze out of my currency. Didn't got a single ex drop since league start. I know about the belt, ring, jewel and res. Couldn't afford better combo atm, but the stats are there.

4k lvl 21 controlled destruction
20k gloves
10k amulet
30k belt
maybe something from jewels too, it's hard to compare them all together

They are quite expensive and i don't wanna waste my money for the useless stat :)

I have a gear question. Does this build work better with 6L Inpulsa and Ahn's or can it be replaced with Kaom's and Pledge of Hands? I have both chests from my other characters but lack the experience to decide which one would be more fit for the endgame.

And no, considering how much those helmets cost I do no think it is worth it to buy one.
