GGG has confirmed it is only sold from L8 Masters and WILL NOT drop, EVER. They've not confirmed chancing either way, AFAIK. But no, it doesn't drop in Sewers, because it doesn't drop anywhere.

The item HAS been found, and IS in game, if you check POE.Trade for Standard you'll see a few.

They only said it has an heavy drop restriction

They did confirm. Reddit posted an email from GGG, they did indeed confirm master L8 only. It was reposted to a thread here, I'll see if I can chase it down for you.

Normally I'd be skeptical, it is Reddit, but if GGG didn't notice an email from "them" on their own forums, we've bigger issues than the chest armor.

Can't find the original repost from Reddit. I CAN find other people referencing the same thing, so at least I'm not just insane. You can search Reddit if you'd like. I don't use Reddit, so no idea if/how to find it.
