Question about Devoto's Devotion, 10% Reduced Physical Damage

semantically there is an implication it is a reduction to player damage dealt but admittedly that is mainly based on experience with terminology on other items/gems/passives. I guess it could do with an elaboration albeit the common sense conclusion is "there's no way you get that attack/move speed AND damage reduction".

Also if the players who were confusing the stat were "more than 100% sure" then I think I can see the problem.
