"Hey Caligula_Exile! Though it's not mentioned in the game, Penetration is only applied to Hits. I'll just extol the virtues of these boots again!!!
They only (in themselves) provide two benefits, but what benefits! First of all there is the 150% flat speed... This sounds ok, and while it is more than the usual 30%, they prevent you from using a flask on top as your speed will always be those 150%... HOWEVER... You also have that speed while being frozen (including in Delves), stunned (as far as I can see), temporal chained (though you seem to move a bit slower), etc... These are some of the effects that either used to kill me a lot, or was annoying... and they're now gone. The second effect is the cooldown recovery rate for travel skills. For this build, that enables us to effectively use Frostblink! Normally the cooldown for it would make it dangerous to use, but not with these boots on... Now the THIRD advantage is that as a Blight item, these boots can be anointed! That in itself would make the boots pretty good, but added to the above, it is valuable beyond belief! I've used Divine Judgement on these, but you could also use Golem's Blood, which gives you 10% life and 1.6% life regen, or endless other options... These boots get me out of situations that would kill me before... So, decided to give it another try, and leveled a bit more.
My gear so far:

Most of the gear is from my Jugg, but had to buy an cheap trigger wand, so loose a bit damage there. The wall of flame combo that i read a few pages back is just totally awsome :) But i still feel way to weak and die quite a lot still. Any idea what i can do to increase my suv a little? RF damage aroung 600k and wall of flame should be aroung 900k when i get all gems to 20/20 |

" They probably would (not entirely sure about Fire Wall, but certainly Flame Dash)... Essentially using those mean half the RF & Flame Wall damage is gone when fire proc's EE (EE proc'ed by frost/lightning gives 150% damage, proc'ed by fire 75% damage)... Flame wall is non hit, like RF so wont trigger EE.
Flame dash is for sticky situations or for gaps so not really any problem. |

In terms of survivability, cutting Purifying Flame and Enduring Cry from the build will hurt a bit, that's 6% life regen and big Endurance Charges benefits (both when the charges are up and consumed). The tree was changed a lot but it looks like you did your best to make up the life roll with jewels, so make sure that stays as you keep levelling. Also, once RNG gives it to you, your gear could use higher life rolls as well (The rings and boots). But the big one is that the defensive gems were removed.
