Don't level as ST. Play the same tree as Molten Strike or frost blades while leveling and into early maps to get currency, then switch to ST when it starts to feel good. I generally switch when I get the Shroud/Lyco, as it feels slow before that point.

Build should be the same for 3.3 Using Vaal Spectral throw to test instead of regular. I league start it every league but I play with Molten Strike until Spectral throw starts to feel good.
