By my calculation (And please correct me if i'm wrong)

Inpulsa 6% MHP explosion.
3% chaos (60% conversion)
3% * 2.26(Inc) = 6.78% * 1.21(More) = 8.20% MHP initial chaos explosion. (10.2% total)

8.2 * .2 = 1.64% MHP Poison DoT
1.64 * 7.08 (Inc) = 11.61% * 2.28 (128% more) = 26.47% MHP Poison.

This means that we'd need to kill 3-4 enemies to have a 100% MHP proliferating poison?

These are simply taking numbers straight from the level 100 PoB, with an UNLINKED lightning arrow, PoB shows those inc/more stats.

Im not sure, Voltaxic is big damage loss over good delve bow, but it sounds like fun combination to try for sure. Only issue I see with that is that our hits are relatively small, so the shocks even with voltaxic will not be that big.

Yeah, I was actually thinking of adding 6l ballistas for fun, it should be solid imo.

And the build works just fine in SSF, plenty of people did it. I personally play just SC, but it works with basically no gear, and you can always just use TR before what is very effective too (even though now SA is a lot better without gear than before a swell, so it should be pretty good).

Can't say for sure as it will probably need some testing, but its efinitely very competetive now with that extra flat chaos.

In a league start enviroment, what would be the 4l when switching to scourge at 28?

Also whats the recommended 4L for pushing league start with toxic rain? I assume Onslaught is no longer worth it and for TR neither might be Mirage until one gets more links

I still really like Mirage Archer, but when leveling there ar eprobably better things to use after the nerf. 4l for scourge would be just the good dps links in order, but I would wait until lvl 31 and added chaos support before switching to it from TR.

Same with TR, just good DPS links, and yeah onslaught is not worth grabbing.

Since ranger is the only class I never played before, I hope someone can give me advises which build is best for 3.9 starter build. I look in ( https://www.poebuilds.cc/ ) and I see this build(Scourge Arrow Poison Prolif Pathfinder: http://www.pathofexile.com/forum/view-thread/2551841 ) is very popular. Will it still be a strong build in 3.9? I kill uber elder in 3.7 and I skip 3.8 league.
What I am looking for a build that like herald of Agony Jugg:
1. cheap to kill uber elder(less than 300 chaos)
2. tanky(I can ignore every attacks except Shaper's)
3. enough dps to kill uber elder in about 4 minutes
4. However, I don't want to play it(HOA jugg) again.
Any comments are welcome and thanks for your help. Have a nice day.

You mentioned Lucent Fossil for crafting "Socketed Attacks have -15 to Total Mana Cost" mod but poedb doesn't show this mod as being able to be crafted from Lucent. Is this really possible? Can anyone tell?

This build def. fullfills your requirement, even though you cant just facetank stuff forever because the recovery will be an issue, so if you are looking for something that facetanks stuff like Jugg HoAG then this is probably not for you. But if you dont mind dodging some attacks every so often while still being able to survive w/e is thrown at you, then this build is good for that.

Ah right, sorry. Someone mentioned before to switch to Lucent from Serrated as it should be cheaper for crafting - mana cost body, but it actually do not unlocks the mod. So updated the crafting section and changed Lucent back to Serrated
