I was expecting to see a large jump in dps when changing from level 4 to 5 but I am not seeing it. Instead I see a huge jump from level 2 to 3 which does not make sense.

I want to see if this is a bug in POB or just something wrong in my pob.

Are you accounting for the +gem lvl modifiers on other gear? With Skin of the Lordds alone going awak 2 to 3 would put the gem at 5, meaning it now gives its own +1 to supported gem, and this gives the bump you are lookng at. With other modifiers like int gems on amulet it would happen at other thresholds.

About points - the last PoB Claey posted doesnt have all the ponts used, its more of a lvl100 option. The PoB has 4 free points, freeing Pain attunement gives 6 more, 10 total, 4 to get to cluster and 6 more to use in the cluster. We need 4 for Medium jewel, so we could either snitch another small jewel (Master of Fear is amazing option as it gives unnerve to cursed targets), or we can use 2 more points elsewhere in the tree. Take a mastery for 20% less curse effect and one in life mastery for 50% nc flask heal when on Low life. A eternal flask heals 2500 over 2 sec, prudent eternal 101% more, so 5k over 2 sec. I assume with the mastery it will be either 6250 or 7500 over 2sec, which is still pretty nice in my book (thats almost our full hp+ES if used with Zealots oath flask). And it doesnt get us the degen of Taste unique OP has. Its nice to pop to full, but legacy version is only 8% max hp degen, while we have them at 25% max hp, and it still hurts (~200 degen\sec for the duration, which is about 4 or 6 sec)

you can save another 3 points (mystic bulwark, mana and spell block, mana mastery) by using rings with "-8 total mana cost of skills", works for channeling and non channeling skills too. with fertile catalists it can be raised to -9. I think, it is a veiled mod. in standard the prices are affordable. one ring is enough for the 2R 4B gem setup, I could get only a 1R 5B +2 level Lords armour, so I have to use two rings with this mod to compensate the lack of inspiration (incinerate mana cost 3). no reduced effect of curses on rings this way, but I'm avoiding maps with dangerous curses. with inspiration, you can have the reduced curse on your other ring.

I don't think this mod exists in 3.16.

I too can see it on standard but when I do the same search on Scourge it does not exist except on Uniques like Praxis.
