You didn't read properly the patch note 3.25

Steelskin is now offered to the Marauder for completing Breaking Some Eggs, and can be purchased from Nessa by the Duelist, Templar, and Scion.

Im HC player since closed beta and havent tried ruthless yet..Trying ruthless ssfhc this time.
Your guardian really seems to be a very good first choice :-)
