Copper Citadel boss bugged out

Same here. I even paid a Carry (because I got one shot at Stone Citadel) to be absolutely sure to get the Fragment after 100 hours mapping.
NPC either was not in the arena or didn't use the shield. Incredibly annoying |

Simular thing happened to me just now, Jamanra was busy pounding the boss while sandastorm got me killed. The Boss was stunned while it happened.
