I have the same issue and I've tried all of the work arounds mentioned to no avail. I literally just dropped my whole bank to buy this jewel and it doesn't work. GGG PLEASE fix this egregious bug.

Yesterday bought prism of belief +2 to all sparks, this one works, you put it in, and unsocket-socket again any support gem in your skill affected by jewel.

Ice nova only change gem lvl and didnt gain any change on tooltip after socketed prism of belief +3.

Also doesn't work on warrior Perfect Strike.
