Here's what happens

All of the passive reduction gets applied to your initial energy shield recovery start. Then gloamgowns passive is applied LAST setting it to 10.

The gown is working as intended.

We ALL see how it works.
BUT:
So it works NOT as described... Hence this is BUG... Either the developers should fix the description...

Any base value is supposed to be modifiable. What Maligaro's gloves set is (final) crit damage bonus. If you want a proper example specifically from the sequel, Sunder the Flesh (Blood Mage's notable) correctly sets base crit chance for spells.

Unscalable value is a purely item mods property, it indicates that the magnitude is not affected by that corrupting outcome and stuff like catalysts. Your modifiers can or can not apply to the mod regardless of this property. But yes, the bug report is relevant, since the stat works not as described.
