Unable to use skills (LEAGUE CHARACTERS BRICKED)

1 month in, this is my final bump in relation to my issue. patches have happened, i've posted all i know to do. Character is still unplayable. 1400+ hours wasted unless this gets traction and seen.

Community, please keep this alive and help it to be seen. I'd really like to play one of my fav games of all time again. Thank you.

BIG UPDATE! I found the culprit. ice strike was a corrupted to +21 base level and was working fine, but i slotted a regular lvl 20 into it, and we're back online. My best guess is something in the coding broke, and hopefully this helps narrow down the issue for GGG.
