Only 1 map drops per map?

You can also 3-to-1 lower tier maps into higher tier maps.
This is an issue I've been having too. Previous leagues I was overwhelmed with maps, never had a problem with sustain (apart from perhaps at the very, very start), but this league I've had to actually rely on trading to get some maps to run. I couldn't even rely on doing the next lower tier map I had to run a boss to get the tier I wanted, because they weren't reliably dropping either.
0 issue whatsoever, already sitting comfortably at 20 tier 15s. Then again, I made sure to get my atlas points quickly.

yeah but its generic give 30% increased quantity of all items, was good for farming currency and more maps

I'm having the same issue since the last update which changed the tablets to now only inserted at the nodes instead of the towner.

I'm only getting 1 waystone from the map boss on the node. Haven't seen any waystone dropped by any other mobs.
I had tested again with T1 Rare waystones with 90% drop chance (on the waystone itself).

The drop chance seems to work fine when you run T1 nodes on atlas and it drops waystones by killing any mobs so I'd pretty much get 5 to 6 per node.

However, once I start to use rare waystones higher than T1 (T2 for example) with the same drop chance 90%, I'm not getting any waystones from regular mobs except if I'm killing the map boss on the node.

There is definitely a bug.

(if it is not by design which is something that I missed in the patch notes)
