Max level in D3 is intended. This is where you start the end-game. It's the equivalent of reaching A3M in PoE. There is a huge amount of character progression past that. Your build is not finished at level 60 in PoE. The 2 games don't progress the same way in end game so it's hard to make a comparison because of how it scales.

Level 100 in PoE is probably closer to something like Paragon 1500+ in D3 in terms of hours played. Very few people reach either of them.

It's on Legacy. You can see he's using Legacy Vinktars. Also checked the ladders and holy crap there's over 550 level 100s in Legacy, this is ridiculous.
