This staff is good because it will enable many builds even if you are only able to 5L it, it's basically a really affordable 6L for casters.

You can get spell dmg and cast speed on a shield combo. The ONLY reason to use a staff is for the extra 6L, and + gem mod.
You are also losing a TON of critical chance |
