Does Ryslatha’s Coil actually scale bleed damage?

You are probably right about ryslatha's belt. I tested in path of building and it doesn't do anything for bleed damage on my lacerate gladiator.

Wiki says this:

The following modifiers will directly affect the damage of bleed:

Damage
Physical Damage
Damage over Time
Bleeding Damage
Trap, mine, minion or totem damage modifiers will also affect the damage of bleed if it is applied by a trap, a mine, a minion or a totem respectively.

Also, bleed is non-elemental ailment, so Damage from Ailments modifier will also affect the damage of bleed.

Flat Physical Attack Damage modifiers, being count in base attack damage, also affects bleed damage.

Other modifiers of increased/reduced/more/less type affecting hits (attack, melee, ranged, projectile, etc), as well as any damage modifier specific to the skill, do not apply to bleed


Ryslatha's coil has these modifiers:
(30-40)% more Maximum Physical Attack Damage
(40-30)% less Minimum Physical Attack Damage


So it would seem the wiki, pob and cane_cane are right.

It would seem it's just terrible wording on the belt then... who knows why they put the ATTACK tag there, that is so confusing and in contradiction with what atk modifiers do for bleed...
Maybe when I have some time I will also do some tests like that.

I'll answer the bolded part real quick. There's a very simple reason, because the belt is designed to work with attacks specifically. Removing "Attack" tag would suggest it works for spells as well and that's not true.

To be precise, something that very likely matters but doesn't have to. Nearly all damage increase nodes on tree say "Attack Physical Damage" which can translate to "Attacks that deal Physical Damage". Ryslatha's more/less damage and leech nodes say "Physical Attack Damage", which you can translate to "Physical Damage with Attacks" (this is how the mod should be worded btw).

Except no, you can not, these describe two completely different modifiers and it is precisely the reason why Ryslatha's affecting bleed sounds nonsensical to many. Your example with leech is perfect because you can not in fact leech from physical DoT damage (bleed), but apparently it works with Ryslatha's. GGG should disable DoT interactions from the belt if that was unintended or rephrase the mod as "% more Maximum Physical Damage with Attack Skills". This game is already hard to learn for new players, the last thing we need are inconsistencies like this.
