I am trying VoP like You wrote, but even if DPS looks OK, INoF was much nicer to play. Probably becasue of that Nova expands from Frostbolt without destroying it. And maybe because I do not remember it as starter, but rather high-end build. Hard to say.
However I was able to achieve something like that for now for about 22d (some was bargain trades I think):

It gets by, but I agree, it is a bit mana starved when using the Infused annoint. Personally, I would always go Mind Drinker over Infused. its a decent dps loss, but the 2% mana per kill it huge for mapping, and allows you to get through cannot regen mod on risk strat.
