The amulet you linked looks very not optimal. The % ES doesnt scale well, and the -8 mana cost is basically useless given the high mana cost scaling from archmage.

Atziri's is the main amulet for the Svalinn version because of the reduced stat requirement affix. Using another amulet requires you to solve for strength.

Prior to 3.26 and the introduction of doryani merc, Utmost was a really good choice.

This is what I used in settlers on a dual wand setup.

I would probably craft something like this if I was going to go for a rare amulet on a non-heist base. Though its probably better to do a simplex for crit multi if using a rare.

It is better than Atziri for sure, and I have a build than doesn't use Svallin, but a second wand, nor does it use the the default body armour, but a Sacred Chainmail. I have 3.7k life, and 5k ES so the %ES is quite useful for me. Maybe -8 mana doesn't seem that much and could be replaced with + to life or + to es. But I could see myself going for an Utmost like yours.

+1 min. frenzy is quite good, as the build has no frenzy generation unless using ralakesh/badge of brotherhood.
