The expected behaviour that used to work but no longer does (since patch 0.3.c) is that Combat Frenzy should give a charge when freezing a rare/unique enemy, but not when freezing the bell, even if the bell is the skill that applies the freeze to the enemy. It's currently not giving a power charge when freezing a rare/unique with the Resonance keystone active and using ice strike and tempest bell together.

The description on Combat Frenzy clearly states that you should get a power charge when freezing an enemy (with Resonance allocated), but it never does with ice strike+tempest bell against uniques anymore. If you only use ice strike to freeze you will get a power charge as expected.

Feels like tempest bell is eating the charge gain proc and putting combat frenzy on cooldown, instead of being ignored as a valid target for generating a charge altogether.
