Dam, and I was looking forward to this too :(

It's an AMD problem. If you notice, GPU driver updates tend to come out around bigger game releases. They are a smaller team and always late.

AMD drivers was fine in 0.3 before game was updated to 0.4. It's not an AMD problem, if GGG updated they're engine and didn't tested it, didn't fix it - it's their problem.

You can still swap to DX12 if you swap to DX11 first, and then do swap to DX12.
[In other words do Vulkan -> DX11 (restart game) -> DX12]
