Overall Game Perfomance state - and why GGG is in silenced mode about it?

You need better PC. 4070 is not so fresh as you think, released in october 2022 it's almost 2 years old GPU. You need something better like 4080 super or 4090 at least. Also it's very questioning not using the latest gamng CPU (it's 14700+ from Intel or 7950x3D from AMD). Don't blame game performance playing on outdated rig or reduce your graphics.

It is a shame that NVIDIA has removed the dual GPUs configuration running in parallel.

Then only 100x players will left in poe i guess.
Not everyone gonna upgrade their PC's to 4080/4090, 14700/7950 - just because their current Pc's can't handle only PoE.

Just because its not that kind of game that require such hardware.
It should be super smooth on 2080/3080/4070 without any problems and FPS drops.

It is. The game doesn't care that much about your GPU, unless you want to blast GI + high fps on a higher resolution. It does however care about your CPU and RAM speeds. The latter not so much but it is a noticeable boost going from, lets say a 3200 CL18 to 3600 CL16 (or CL14 even) kit. On AM4 anyway.

I find it amusing when sometimes people blame the game for being not optimized and then it turns out they are using ancient CPU's because hey, a 10+ year old game should run flawlessly on my decade old hardware, right?

If anyone wants to upgrade for PoE specifically, investing into a good CPU is where the juice is at. Something like a 5800X3D or Intel equivalent makes the world of a difference to a Ryzen 3800 or older. Facts.

PS4 use an equivalent of Nv1040 or something like that. I don't know how many people are still there with the PS4, but it is still a market that you don't want to miss.

I ran juiced maps in Poe fine with 32GB of ram a RTX 4070 and a R7 5700X, just don't enable dynamic resolution and enable dynamic culling instead.

Dude seriously telling peeps here like - "Hey if you not using 4080/4090 for 1920*1080 " - then don't cry about low fps and bad perfomance.

I play with DirectX12 and the Game runs Smooth with a 1080Ti & i7 8700k so give it a try.

In this case just reduce your graphical settings. On medium or low seetings the game runs fine. Don't expect the game to run perfectly on older hardware at max settings. Fortunately 4090, DDR5 with 7800+ clocks, and lastest CPU generation are not expensive nowdays. It's time to upgrade guys.

Stop calling "actual" hardware - older.
2-3 years Pc's - should run this perfectly.

You seems don't understand what "older PC" for Poe - meants to be - that must to be GPU/CPU generation models of 2014-2016s, not 2021-2022s.
